But if Volkswagen picks Alabama for the plant location, voters going to the polls on election day in November may also get to decide on the best way to pay for the incentives being offered with the construction of the plant.
The Alabama state finance director favors a one-time withdrawal from the state trust fund, but this would require state-wide approval of an amendment to the state constitution.
